Website Accessibility Information

This website is in the process of being developed in compliance with California Government Code 11135, located in Section D of the California Government Code. Code 11135 requires that all electronic and information technology developed or purchased by the State of California Government is accessible to people with disabilities. There are various types of physical disabilities that impact user interaction on the web. Vision loss, hearing loss, limited manual dexterity, and cognitive disabilities are examples, with each having different means by which to access electronic information effectively. Our goal is to provide a good web experience for all visitors.

To further improve the ease of use and readability of this site, such as increasing the font size, please review the section below on how to customize your browser.

What Makes Our Website Accessible?

  • “Skip navigation” Link: The “Skip Navigation” link appears at the top of each page. It allows the user to jump to the main content area.

  • The Navigation: The main navigation, located next to the Covered California logo, uses “lists <li> for navigation items”. Lists make it easier for screen readers to literally read down the list without having to sort through unnecessary code. Lists also allow the users to use the tab key to move from link to link.

  • Breadcrumb Navigation: Breadcrumbs, located at the top of each page (except for the homepage) and directly below the main navigation, let you know where you are and where you have been, or where a particular file resides. The bold text of the breadcrumb indicates the section of the website you’re currently in. Breadcrumbs make it easier to navigate your way back to the root folder.

  • Images with Alternative Text: Photographs and other relevant images on the site are accompanied by alternative text (the ALT tag.) Alt tags provide a written description of the image, which is accessible to screen readers, and it is visible when the mouse is placed over the image. This is also useful for people who have images turned off on their browser, in which case a description will display where the image used to be.

  • Relative Font Sizing: Relative font size can be enlarged using magnification tools or by changing your browser settings.

  • Style Sheets: Cascading Style Sheets (CSS) are used for content layout and graphical elements (color, font styles, custom titles and subtitles, etc.) Using CSS for styling keeps our HTML clean, streamlined, easier to maintain, and it downloads faster. Style sheets can be replaced by the user’s own styles.To turn CSS off, and access the content without any formatting, download and install the Firefox Web Developer toolbar. With this toolbar turning CSS on and off is just a click away, plus it offers many other helpful tools. If you use a different browser, do an Internet search for accessibility or web developer add-ons for your particular browser.

  • Accessible Via Mouse or Keyboard: You can use the mouse or keyboard to navigate through our information. The** tab key** will move the cursor from link to link.

  • No Sound, No Images, No Problem: Content is accessible without sound, color, scripts or graphics.

Customize Your Browser to Fit Your Needs

Magnify Tool

Most browsers have a magnifying tool that lets you zoom into a page and display all elements at 150 percent, 200 percent, etc. The keyboard shortcut to access this tool is: “Ctrl” + “Shift” + “+” to zoom in, and “Ctrl” + “Shift” + “-” to zoom out.

Below is the step by step on how to change the style sheet file in Internet Explorer. For other browsers please check the Help menu.

  • Click Tools from the top menu bar

  • Select Internet Options

  • Select the “General” tab (first tab)

  • Click on Accessibility button (bottom section, Appearance)

  • Click on checkboxes to ignore all colors and font styles and sizes and/or

  • Click on checkbox: “Format documents using my style sheet”

  • Browse to your personal style sheet and

  • Click OK

Forgot User Name

You can reset your password by selecting "Account Login" and then selecting the "Forgot Your Username?" link.

Forgot Password

You can reset your password by selecting "Account Sign In" and then selecting the "Forgot Your Password?" link. Enter your user name. After you correctly answer your security questions, you will be able to enter a new password. If you do not remember the answers to your security questions, it is best to leave them unanswered and call the Service Center at (800) 300-1506. A Service Center representative can help reset your password.

What are the rules for creating a password?

  • You cannot use words found in a dictionary or names.

  • Your new password cannot be one that you have used within the last 24 passwords.

  • Your password must have at least eight characters and have no more than 16 characters.

  • Your password must start with a letter and include:

    • At least one uppercase letter (A-Z).

    • At least one lowercase letter (a-z).

    • At least one number (0-9).

    • At least one special character (#, $, %, etc.).

Locked Account

If you enter your password incorrectly three consecutive times, your account will be locked for 24 hours. At this point, you can try resetting your password, calling the Covered California Service Center for help at (800) 300-1506, or waiting 24 hours to log in.

Reset Your Password

You can reset your password by selecting "Account Sign In" and then selecting the "Forgot Your Password?" link. Enter your user name. After you correctly answer your security questions, you will be able to enter a new password. Uploading Documents

You can submit documents to Covered California in the following ways.

Online

There are different ways you can submit documents online to confirm your eligibility.

To upload documents, scan or take a photo of the document you want to upload. Save it to your computer.

  1. Log in to your account.

  2. Click on the “Upload Eligibility Documents” link located on the right, below “Actions Needed” in the Household Summary page.

  3. Click “Upload Document” under the household member after the information for the proof they need to submit.

  4. Select the document type for the document you want to upload.

  5. Note that the user can apply the document to just one household member or they can choose multiple household members to apply to if applicable.

  6. Click the “Browse” button to find the document that you want to upload.

  7. Click “Upload.”

  8. To confirm that your document uploaded, look for the text that says, “Thank you! Your requested documents have been successfully submitted.”

  9. You can click the “View” option next to the document that was uploaded to be sure you uploaded the right document.

  10. You can also click “Submission History” to view all uploaded documents, if desired.

A second way you can submit your documents online is as follows.

  1. Log in to your account.

  2. From the Consumer Home, continue down the page.

  3. Click on “Eligibility Results” under Manage Your 2020 Application.

  4. It will take you to the Household Eligibility Results Summary.

  5. Click “View” for applicable member and click either “Upload Eligibility Documents” or “Submit Documents.” These will take you to the next page to upload your document.

  6. Click “Upload Document” Under the household member after the information for the proof they need to submit.

  7. Select the document type for the document you want to upload.

  8. Note that the user can apply the document to just one household member or they can choose multiple household members to apply to if applicable.

  9. Click the “Browse” button to find the document that you want to upload.

  10. Click “Upload.”

  11. To confirm that your document uploaded, look for the text that says, “Thank you! Your requested documents have been successfully submitted.”

  12. You can click the “View” option next to the document that was uploaded to be sure you uploaded the right document.

  13. You can also click “Submission History” to view all uploaded documents, if desired.

A third way you can submit your documents to confirm eligibility online is:

  1. Log in to your account.

  2. From the Consumer Home, go down the page to “Account Information” and open the arrow on the right.

  3. Click on “Documents and Correspondence” under Notices & Documents.

  4. Click on “Add Document” under “Upload Document.”

  5. Select Document Category.

  6. Select Document Type.

  7. Browse computer to drop/upload file.

  8. Click “Upload” button.

  9. Modal will refresh advising the file was successfully uploaded.

  10. Click “Close” to leave modal pop-up.

  11. Go back to the “Documents and Correspondence” page and find your uploaded document.

  12. Click “Submit as Verification” for that document.

  13. Complete the Submit as Verification Document modal (select household member, category, and type) and then click “Done.”

Filing a Grievance

If you believe that Covered California has failed to provide these services or discriminated in another way on the basis of race, color, national origin, age, military or family status, disability, sex or gender, you can file a grievance with the Civil Rights Coordinator.
